At CIRCPACK we work inside the Material Recovery Facilities that Veolia operates. That gives us a working view of how PPWR will be applied on the ground. And through our accredited roles at RecyClass and RECY:CHECK, we sit inside the technical discussions shaping the delegated acts and harmonised standards.
Most PPWR advice is built on reading the regulation. CIRCPACK works inside the infrastructure it governs. Our accredited certifying status for RecyClass and RECY:CHECK gives us a seat in the discussions shaping what comes next, so we can tell you what’s coming.
CIRCPACK works with the largest brand owners in the world on PPWR readiness. Each project translates the live regulation, the delegated acts in draft, and the harmonised standards under development into design and reporting decisions your company can act on immediately.
Our work is material-agnostic, neutral and independent.
The EU Packaging and Packaging Waste Regulation (PPWR) sets minimum recyclability thresholds and ties EPR fees to performance. CIRCPACK pairs desk reviews with operational sorting tests so every SKU carries a defensible class score plus the evidence behind it.
More than 25 years of expertise across plastics, glass, metals, paper and cardboard, and food and beverage cartons. Material-agnostic, neutral and independent.
We map your packaging against PPWR Article 6 and rank the gaps by fee impact.
Want to ensure your packaging is compliant with PPWR? Let us scan your packaging. We know which guidelines to use and what to look for.
Although the final PPWR guidelines aren’t set in stone yet, there is a lot you can, and frankly should, do to minimise risk and maintain market access. Let us give you the most accurate assessment possible.
Score every SKU against every market your company ships into. The result drives prioritisation across recyclability, labelling and design.
Article 6 of the Packaging and Packaging Waste Regulation introduces a binding A/B/C recyclability classification for every packaging unit placed on the EU market from 2030. The calculation methodology behind the grade will be harmonised across the EU-27, but the work to define it is still in progress at CEN. What remains at Member State discretion is the layer of bonuses and penalties that each EPR scheme attaches on top of the grade, where national variation will persist into the enforcement window.
Eco-modulation is the mechanism every EU Member State EPR scheme uses to price the recyclability of packaging into the producer fee. More recyclable packaging pays less, poorly recyclable packaging pays a malus on top of the base fee. The tables that translate a packaging specification into a fee differ from one Member State to the next, and they are updated each year.
Everything you need to understand the recycling of your packaging in more than 150 markets: infrastructure maturity across 30 packaging formats, the local situation on collection, sorting and reprocessing, EPR fees, deposit schemes, labelling requirements and recycling rates.
Our calculator is the easiest way to calculate EPR fees for packaging.
The calculator returns accurate fees for packaging shipped into more than thirty-five markets. It covers EPR producer fees, single-use plastic taxes and deposit return scheme producer fees in one model, kept up to date by CIRCPACK analysts as schemes change.
Making recyclability assessments easy. Describe your packaging format and see where it stands, without waiting for a project to start.
PPWR will be defined as much by its delegated acts and harmonised standards as by the published regulation. Those instruments are still being drafted. We contribute to the technical working groups at RecyClass and RECY:CHECK that feed into that work, we operate our own CERTIFY scheme, and we test packaging against the methodologies the standards will reference.
On the enforcement side, CIRCPACK auditors spend their working weeks inside the Material Recovery Facilities that sort the packaging the regulation governs. That feedback loop between the standards bodies and the sorting floor is what allows us to advise brand owners on portfolio decisions whose horizon runs to 2027 and 2030.
